IMO, ANet is/was grudgingly providing more storage space, albeit specialized, because they do not want to encourage people to store items. They wish to control the game economy, and in one means, by forcing people to sell/salvage items. Also, from a technology standpoint, I suspect there is a real world IT cost to 'track' everyone's items. The ability to keep up with all these unique items has got to have a server processing/storage impact.
Controlling the economy is another reason why I believe ANet continues to introduce gold sinks, like the current Festival Games. I 'lost' more than enough gold (and not nearly as much as many, many others) to the games and prizes over the last few days. My own choice, but I think ANet was wanting to circulate some platinum ... I'm clearly no economist but I get the feeling they want some gold to disappear (yeah, I know matter can't be destroyed, just transformed - yep, not a physicist either).
Furthermore, (call me a cynic) I can see a day when GW offers you more space, for a $ fee, just like new character slots. Other than to satisfy the hue and cry of many customers, I don't think they believe its in their best interest to open up a lot of free space.
Again, just my opinion, and I reserve the right to be wrong.
P.S. Just to clarify my position, I want more space (and a better way to organize my stuff).

New method of storage, is a change in mechanics, as it changes the way the something works, in this case, storage. It is not, new "content". It is not an instance, it is not new armors..It is merely a new way of using storage.

This is great. Its a very good start to fixing the storage but as many have said a armour tab would be very nice too maybe a dye tab. All in all gj anet. .
Now bring on the auction lol.

Wanna know whats ironic? We get storage space for Rubies and Saphires, which have yet to even have a use since the beginning of guildwars,a material storage area was made before that.Wasn't there talk of Rubies and Saphires being used in Factions?I can vaguely remember either Gaile/Frog speaking about it.

The "storage upgrade" is typical Anet. They are more worried about the tiny percentage making RL money from the game having an easier time than they are about the needs of their honest players. If you have been playing for 14 months you are out of room.

Armor tab indeed, my warrior at the moment can only pick up 10 items and only has weapons+armor in her inventory

It does seem ANet has gone back on their word on this one, in my opinion. There're numerous quotes by Jeff, James, Gaile, and Alex that indicate the storage update would be free "basic content" to owners of all chapters.

Probably a long shot, but maybe this is just a Factions-only bonus, while a better general storage is being developed for the entire GW community?

Nope, don't think that's going to be the case. Gaile posted specifically saying that this is going to be a trend in the future now. This won't apply to storage only either. So it's possible that we may see reconnects for chapter 3 only, and armor slots for chapter 4 only, and so forth.

I'm inclined to think that we might have to pay for future upgrades to storage or for things like auction houses, guild storage and reconnects etc. After all we know that paid for add-ons are in the pipeline, the first being extra character slots, and Anet are hardly going to give away the most requested upgrades for free when they are looking for ways to charge for extras. I hope I'm wrong though.

Chapter 3 should now include the following updates to storage.
New Tab for Dyes and new Tab for Keys! (maybe if we are lucky an increase of common materials holding to about 500 or better yet 1000)
that should really make people want to buy the 3rd chapter since the materials tab is an incentive it seems to make people buy factions. So come on Anet you know this is a good idea for gamers and for your marketing department.

The downside to this is that Prophecies-only players will not have access to these features. Some people in my guild weren't exactly very thrilled with this update being for Factions only. This would present a problem for people who decide to skip a chapter and find themselves deprived of a "basic feature".
Of course, if you buy every single chapter put out by ANet/NCSoft, this won't affect you one iota. But how many of us can honestly say that we will in fact buy every single chapter in the future?
You may want to see this thread for more information. It contains all the Gaile quotes on this topic.

I agree. The classic bait and wait syndrome. Never gets more redundant than that.
Anet: "We have what we promised but its a money making feature...let's bait them"
User: "Oh new feature! Aww, for the next chapter. Gotta get that."
Anet: "Mwhuhahaha! mo' money, mo' money."
Store: "*Chaching* Thanks again"
Anet: "Got em!"
ANet: " They asked about that too. Let's wait for the next chapter. We'll blame it on the PvP tournament."
Rinse and repeat.
I'm not against Anet making money or anything, but if they are going to string standard features along like that. Then its time to move on. Most of them are standard on most MMOs, yet its taking GW forever to push them out, even after buying the games at full price. I'd rather pay a fee to a good MMO team than having to pay for this string along crap every 6 months.

mirroring some of the previous comments, i think that any additional storage capacity is a good thing. only thing i might suggest is to increase the stack sizes from 250 to 500 to maximize the benefits of this "upgrade".

I don't think that's possible programmatically. Actually, lemme rephrase that, it's not economically feasible. 250 is very close to 256, which is 2^8, which is one byte. Increasing it to 500 would mean using 9 bits, which is rounded up to 2 bytes, which is not very efficient in terms of server storage space.
Anyway, I doubt this will happen because of the aforementioned reason, although I'd be pleasantly surprised if they do.

I can only hope they announced this addition long before they planned to implement it so they could guage the reaction of their playerbase and make changes to their initial plan accordingly.
Honestly, my trust in A.Net dissolved almost entirely after the whole idiotic 600% vs. 800% fiasco. A company is a lot like a Guild Wars Character in that regards, just like we only get one shot at the Survivor title, they only get one shot at the Honest title. Once they show us they can and will deceive us, everything they say from that moment on is taken with a grain of salt while we wait to see the Catch 22.
Well, I'll see what this storage ends up being when I see it and we will see if they manage to read this thread. I think everyone here would love to see tabs for multiple types of items but if it was a choice between storing materials and just having generic storage, I'm sure we would all choose generic....

those are build specific covering all game chapters.
reconnects cover all in all chapters as does improved trading.
those were specified as free univerasl upgrades.
since guilds will have people with different chapters the guild stuff has to be covered as well.
battle isles and the guild islands are not tied to any chapter

Me too. I think Gaile said something a while back about adding polls to their official Guild Wars site, but I haven't heard anything about it since. I think it would've definitely helped in this case.
